CAIRO — The Israeli military rewrote its war conduct rules before unleashing its offensive on the Gaza Strip to allow targeting Palestinian civilians if that meant saving the lives of its personnel, the Independent reported on Wednesday, February 3.

"Means and intentions (rule) is a definition that suits an arrest operation in the Judaea and Samaria [West Bank] area," a senior Israeli commander told a reporter for Yediot Ahronot five months ago in a story the Israeli daily has not agree to publish yet.

The officer admitted that the rule which stipulates that a targeted suspect must have a weapon and show signs of intending to use it, were suspended during the Gaza war.

He explained that Israeli soldiers' lives were the main priority.
